The work describes the status of the minister in the capacity of an organ of central sectoral administration in the Duchy of Warsaw. The work aims at confronting the normative material defining the constitutional position of a minister with the source material informing about the minister’s actual role. An objective of the article is to verify the opinion about the poorly functioning central administration of the Duchy caused by the excessive concentration of power in the hands of individual ministers and the lack of an actual system of control and coordination of their activity that can be found in literature. This opinion finds corroboration in the article with the provision, however, that the excessive independence of sectoral organs contrasted with their internal weakness resulting from the difficult internal situation of the Duchy of Warsaw, whose administrative powers were in fact incapable of normal state organising activity.
