An economic development policy was also an objective of the Kingdom of Poland set up in 1815. The area of the Kaliskie and Mazowieckie regions (voivodeships) was selected as the territory for the development of a textile industry centre. Łódź was presented as the location for the development of the textile industry and settlement by Rajmund Rembieliński, the President of the Commission of Mazowieckie Region. Immigrants settling in Łódź enjoyed a number of privileges: they could purchase real estate, were granted loans, free timber for the construction of the house, and bought brick at production cost. Moreover, they were relieved from the payment of import customs on machinery, yarn, and the material they produced, and also from the duty of military service, giving quarter to the armed forces, and exempt from taxation.
