    Consumer protection legislation at EU and Member States’ level has been significantly strengthened in the past decades. However, existing system of court proceedings discourage consumers from trying to seek redress when their rights are violated. This is because consumers believe court proceedings to be expensive, time-consuming and their outcome uncertain. The new legislative initiative in the EU will reform the system of alternative resolution of consumer disputes. The basic role plays ADR directive which will ensure that consumers can turn to quality alternative dispute resolution entities for all kinds of contractual disputes that they have with traders. The ODR Regulation will set up an EU-wide online platform for handling consumer disputes that arise from online transactions. The platform will link all the national alternative dispute resolution entities and facilitate consumer access to their on line services. Member States have 24 months to implement the directive, while the ODR platform will be operational at the end of 2015.

    Th e article is a second part of a review of the ADR-accredited entities in Poland (and procedures they off er), listed with accordance with Art 20 (2) of the Directive 2013/11/ EU of the European Parliament and of the Council of 21 May 2013 on alternative dispute resolution for consumer disputes, by the competent authority, Th e President of the Office of Competition and Consumer Protection (UOKiK). Th ere are currently nine ADR entities in the register maintained by President of the UOKiK, six public and three private ones. Th e public entities with sectoral competence are: President of the Offi ce of Electronic Communications, Financial Ombudsman, Rail Passenger Ombudsman under the President of the Offi ce of Rail Transport, Arbitration Court at the Polish Financial Supervision Authority, Negotiations Coordinator with the President of the Energy Regulatory Office. Trade Inspection, a public entity with horizontal dimension, covers disputes for which a relevant sectoral ADR has not been established. The private entities, as at 1 March 2018, are: Polish Bank Association – Banking Ombudsman Scheme, Chamber of Digital Economy and “Friendly Flying” Air Passenger Watchdog.
