    Germany’s active involvement in military operations is subject to the Bundestag’s approval. A special Bundestag committee has been put in charge of streamlining the decision-making process. The committee has proposed that annual reports be fi led on the Bundeswehr’s capacity to cooperate with allied armed forces and announced that Bundestag’s consent for operations will not be required to authorize the posting of soldiers in multinational command centers and staff of NATO or the EU as long as they are not located in conflict areas.

    Artykuł omawia rolę Bundeswehry jako armii parlamentarnej i koncepcję wewnętrznego przywództwa w armii. Zwrócono uwagę na funkcje komisji ds. obrony w kontroli funkcjonowania Bundeswehry oraz szczególną rolę pełnomocnika ds. sił zbrojnych, która została określona w ustawie zasadniczej i uchwalonej w 1957 r. ustawie o pełnomocniku sił zbrojnych niemieckiego Bundestagu. Specyficzna rola Bundeswehry wynikała z kultury strategicznej Republiki Federalnej Niemiec, która po II wojnie światowej miała na celu poprawę wizerunku niemieckiej armii. Wraz z końcem zimnej wojny i zjednoczeniem Niemiec rola Bundeswehry została zmodyfikowana i polegała na przejmowaniu odpowiedzialności w ramach współpracy kolektywnej.

    The progressing military integration of the EU may become an impulse to undertake changes aimed at increasing the scope of participation of national parliaments in the Member States in decisionmaking processes concerning the delegation of armed forces. In the decision-making system in Germany, the Bundestag has clearly developed constitutional control powers, which is the result of a specific political and military culture and the still reserved attitude towards the use of military force. Member State parliaments also have additional powers of scrutiny based on their powers to scrutinize EU decision-making. The Bundestag has a limited role in scrutinizing the CSDP decision-making process in this way for a variety of reasons. Realization of the political goal of European integration in the fi eld of defense (both in the form of military operations and a defense union) would require modifying the Bundestag’s scrutiny powers. Modifying the decision-making system is important for legitimacy and pragmatic reasons if Germany intends to continue the expansion of the CSDP.
