    France’s unfailing support under economic influence

    France has always prioritized firmness, dialogue, and solidarity in its relationship with Ukraine. In response to the conflict, France has taken on the role of a mediator, engaging in dialogue with the Russian leader in an attempt to discourage further aggression. Despite criticism from the international community, France has also provided military aid, including ammunition and cannons, as a demonstration of its expertise in armaments. Although the aid is minimal compared to its arsenal, France fears weakening and seeks to showcase its power. In addition, France has deployed personnel, including instructors for training purposes. Demonstrating its commitment to solidarity, France has provided support in energy, food supply, water access, health care, and transport infrastructure to Ukraine, and reiterated its support at the international conference in December 2022. By contributing in these areas, France intends to play a valuable role in the post-war reconstruction of Ukraine, solidifying its position as a reliable partner in the process. Overall, France’s commitment to Ukraine is clear, and its effective efforts are an indication of its intention to assist Ukraine in its time of need.

    Funkcja psychologiczna podatku na przykładzie daniny solidarnościowej

    Funkcję psychologiczną podatku należy wyróżnić, ponieważ zjawisko opodatkowania uzewnętrznia problemy dwóch przeciwstawnych interesów, a władza podatkowa nakładająca podatek powinna troszczyć się o urzeczywistnienie dochodów budżetowych z jego tytułu, natomiast (według Ferdynanda Zweiga) „z wiekuistej tradycji, a w części i z natury egoizmu ludzkiego, każdy podatnik uważa skarb publiczny za wroga, przed którym należy się bronić wszelkimi siłami”. Nie oznacza to jednak, że nierównorzędne stosunki prawnopodatkowe powinny mieć charakter konfl iktowy. Dlatego władza podatkowa musi uwzględniać nie tylko gospodarcze, społeczne i polityczne, ale też psychologiczne uwarunkowania podatku. W efekcie można stwierdzić, że funkcja psychologiczna jest realizowana, gdy podatnicy akceptują nałożenie podatku i są przekonani, że uiszczają go słusznie. Niemniej prawo podatkowe regulujące dany podatek jest akceptowane przede wszystkim wtedy, gdy podatnicy danego podatku mogą poznać konsekwencje swoich działań i uzyskują wsparcie ze strony organów podatkowych w wykonaniu nałożonych na nich obowiązków. Funkcja psychologiczna wiąże się więc także innymi funkcjami sprawiedliwościowo-etycznymi, a mianowicie funkcjami: etyczną i zaufania. Powyższe tezy mają doniosłe znaczenie teoretyczne. Niemniej, żeby pojąć ich praktyczne znaczenie warto przeanalizować studium przypadku daniny solidarnościowej, o którą od 1 stycznia 2019 r. uzupełniono podatek dochodowy od osób fi zycznych.

    Introduction: "We are delighted to present the third issue of the “Medicine and Public Health Journal”. This issue brings together six diverse articles that provide valuable perspectives on health, ethics and the ways in which humans adapt to medical and environmental challenges. An original research article by Teleglow et al. delves into the fascinating world of winter swimmers, individuals who regularly immerse themselves in icy waters. The study examines how such extreme environmental exposure affects leukocyte apoptosis, shedding light on the adaptability and resilience of the human immune system. This issue features two insightful review articles that address critical matters in public health and clinical practice. Prof Jan Hartman explores philosophical frameworks for redistribution of health care, contrasting entitlement-based approaches with solidarity-based models. Meanwhile, Stopyra’ et al. highlight the complexity of diagnosing CMV infection. Using two illustrative case studies, the article highlights the broad spectrum of symptoms and the importance of a thorough differential diagnosis in infants with multi systemic presentations. The case reports in this issue offer interesting perspectives on rare and challenging clinical scenarios. Milaniak et al. raise the issue of the cardiovascular risks of anorexia nervosa and the critical role of echocardiography in monitoring adolescent patients. Stachura et al. present the remarkable story of a pregnant patient undergoing awake neurosurgery, highlighting the importance of interdisciplinary care. Finally, Bogaczyk et al. explore the diagnosis of a congenital tumour identified postnatally, highlighting the value of neonatal screening and the complexity of managing such rare cases. Taken together, these case reports highlight the value of innovative and patient-centred approaches to the management of rare but important conditions. We hope that you find the articles in this issue thought-provoking and informative, and that they stimulate both clinical and academic discussion.     The future of social security in Brazil: is there a way without solidarity?

    Brazilian Social Security System is based in intergeneracional solidarity. It means that today’s taxpayers maintain active pensions and need future taxpayers to sustain future pensions. There is no individual investment account and the actuarial health of the system depends on economic and populational growth to maintain itself. Economic crisis, socio- political context, gave rise to successive reforms intended to hinder access and reduce the amount of paid benefits. When the pandemic hit Brazil, and workers needed to activate social security to ganrantee income in the face of non-essential activities block, they found a bleack scenario in a dismantled protective system.
