Pozycja Australia: Immigration and Multiculturalism(Oficyna Wydawnicza AFM, 2016) Ozdowski, SewerynThe paper is based on an address to “Immigration and Multiculturalism in XXI Century. The Case of Poland”, conference organised by the Adam Mickiewicz University, Poznan in April 2016. It reviews both the Australian immigration experience and Australian multiculturalism from an historical perspective and also reviews current practice in an attempt to evaluate its relevance to Europe. The paper starts with an examination of objectives and principles underlying the Australian immigration system over the last two centuries with particular focus on economic development, national security and identity issues. Then the paper outlines the settlement and multicultural policies and programs that have been put in place since 1975 to integrate migrant and refugee intake into broader Australian society. It also considers the linkages that exists between immigration and multiculturalism and evaluates the success or otherwise of these policies/programs in terms of social cohesion outcomes. Finally, the paper examines the Australian solutions and contemporary challenges and considers the applicability of the Australian model to guide the development of European responses to the 2015–16 migration/refugee crises. Many of the problems discussed here seem from the European perspective – or at least the Western European one – exotic, even parochial, but this is a misunderstanding of what the United States is. In America they are real since America is a baroque, extremely pluralistic country, with the citizens devoid of an apologizing attitude towards the democratic process and debating fiercely in public. The first essay, by Marta Dębska, “A Brief History of Americanization”, is a general, concise historical-comparative study which explains the meaning of this term, crucial for America. Andrzej Bryk takes up an issue which Dębska touches on in the conclusion of her essay. Marta du Vall analyzes the very interesting phenomenon of American compassionate conservatism as a new version of the welfare state, an issue which has been in the air for a long time. Maciej Brachowicz discusses the topic of abortion, which in the American context is especially contested. The subject of Tocqueville and slavery has always fascinated students of America, and Wojciech Kaczor is no exception. He analyzes the problem from the point of view of a French aristocrat. In turn Piotr Musiewicz analyzes the question of the 19th-century movement reforming the doctrine of the Anglican Church and the repercussions of this reform for the American Episcopal Church. Rafał Marek takes up another topic connected with this religious side of American life, the issue of the Orthodox Church in the United States in the context of American church-state relations. Marta Majorek takes up the work of one of the best-known scholars and thinkers of anarchism, Robert Paul Wolff, living proof of the robust presence of the anarchist streak in the American psyche full of mistrust of state power. Beata Szyjka addresses the topic of the visa lottery in the United States, placing it within the historical, legal and social context of American immigration law. The last article in the volume is an exception to the entirely Polish group of mainly young students of America publishing in this volume. It is written by one of the most distinguished American scholars of political philosophy, Catherine H. Zuckert of the University of Notre Dame. It is devoted to the work of Ralph Ellison. As usual the American volume of Krakowskie Studia Międzynarodowe contains its Archive section. Each contributor to this volume has been invited to answer this question by writing an interpretative essay from a specifically suggested angle: the origins of the state; government and society; economic growth; society and economy; nation-building; the indigenous population; political culture; international relations etc. It was the contributors’ decision which particular states to focus on in order to best illuminate the issues involved. Our main focus in the volume is on outlining some of the processes concerning the state now, two hundred years since the first declarations of independence. Along the way, we tackle both theoretical and normative issues. All the contributors to this volume share a long-cultivated multidisciplinary research interest in Latin America but the volume also reflects our disagreement on what we take the state to be as well as on the prevailing situation in Latin America. Each chapter reflects the views of its author all the way down to his choice of British or American English. If one ignores these facts, according to Ulrich Beck, humanity may find itself in the era of a new barbarism. Social and human sciences offer a new paradigm based on dialogue, cooperation and cosmopolitanism. The idea of intercultural understanding is obviously not new, but what is new is the idea that without this recognition it is impossible to build correct and profoundly human relationships between different cultures and religions. Western societies need to revive the idea of coexistence of cultures in Europe and make a distinction between the process of integration and assimilation. They should also defi ne a new spirit of all public relations activities as those who can implement the idea of perceiving things through the eyes of others. Academic considerations and beliefs that exists only as theoretical concepts cannot change human attitudes. Only thoughtful and coherent action by the institutions, social movements and organizations is able to influence public opinion by prolonged persuasion. This process is associated with a new understanding of culture as an open whole. Collective identity resembles modern culture and is mixed and relative. Another feature of contemporary culture is increasing number of contacts and cultural ties in face of globalization. Good communication is based on cross-cultural dialogue and common understanding, a so-called third culture which stems from establishing common rules for all participants. Fundamental barriers in communication in mutual contacts still remain: the legacy of colonialism in colonized societies and the attitude of civilization superiority of Western societies with their simplified ideas about developing countries. They specifically suppress the importance and role of religion for people from other civilization. In many cultures, religion affiliation is not a free choice of an individual, which is why basic knowledge about dogmas and values of participants of communication is essential. Multiculturalism as an idea is a great opportunity for dialogue of civilizations. In fact it means the recognition of cultural diversity in Western societies. In practice it means the state policy which provides space for the existence of contradictory and even hostile patterns and cultural traditions. It is a project that sets high expectations for all cultural groups located on the given territory. The basic problem is to mitigate the culture shock of immigrants. The education is a key to understanding each other, particularly in host society. Intercultural communication is not an abstraction which applies to international corporations, military or diplomatic services, but it is a reality for Polish society too.
